Why is asbestos a problem?

Large amounts of asbestos were used in new and refurbished buildings before 2000. Much of this asbestos is hidden in the fabric of the building so not immediately obvious – it is also unlikely to be recorded in the building plans. When asbestos materials are damaged or disturbed they can release dangerous fibres which, if breathed in, can cause serious diseases.

What needs to be done?

Regulation 4 of the Control of Asbestos at Work Regulations 2012, places a Duty to Manage on the Duty Holder (person or organisation that has clear responsibility for the maintenance or repair of a building):

  • To identify whether there is asbestos in the buildings under their control
  • If there is to make a record of its location and condition, prepare a plan to manage the risk from any asbestos and then
  • Periodically review and monitor the plan.
